Scientific Evaluation Results of TÜBİTAK-ARDEB 2023 1st Term 1001 Projects Have Been Announced.

The scientific evaluation process of the projects proposed to the Research Support Programmes Directorate (ARDEB) within the scope of the "1001- Scientific and Technological Research Projects Funding Program" in the 1st term of 2023 has been completed.

Within the scope of our output and impact-oriented process management, the following criteria, in addition to the panel score, have been taken into account during the determination of the projects to be supported.

• Output performance of the project coordinator obtained from previously supported projects,
• Compliance with Prioritized Area Subjects stated in TÜBİTAK Call Plan and increase in Technology Readiness Level (TRL),
• Projects directly associated with prioritized R&D and innovation issues in the scope of Compliance with the Green Deal,
• Being a project coordinator on behalf of the relevant institution/organization in the projects submitted to the programs supported directly by the European Commission grants within the scope of the Horizon Europe Program,
• Multidisciplinary / Interdisciplinary Projects,
• University-University Cooperation established within the scope of the project proposal,
• University-Industry Cooperation established within the scope of the project proposal

Considering the benefit rate of projects in the field of Social Sciences and Humanities from the TÜBİTAK-ARDEB grant budget, the projects evaluated by the Social Sciences and Humanities Research Grant Committee (SOBAG) are excluded from the scope of the budget restriction.

In the 1st term of 2023, 1550 of 1654 project proposals submitted within the scope of the 1001 program were taken into scientific evaluation As the result of the evaluation; it is decided to support 245 project proposals, while to conditionally accept 23 project proposals provided that shortcomings specified in the scientific evaluation reports are revised. For 133 project proposals, the opportunity of being revised and resubmitted has been given without waiting for the next term until 17 August 2023. In the evaluation of the projects that will be resubmitted without waiting for the next period, the criteria for the 1st term of 2023 will be used, and these projects will be supported within the budget of revised project process.

The support rate for the projects submitted in the 1st period of 2023 is 17.3%.

During the evaluation of the 1st term projects of 2023, 668 online panels and 94 external advisor panels were conducted with the participation of 3296 panelists, 419 external advisors, and 939 observers from 247 different organizations. During the determination of the assigned panelists; The “Panelist Selection Algorithm”, which take into account both the areas of expertise mentioned in the digital identity information and ARBIS profiles of the researchers in addition to the areas of expertise included in the project proposal, was used. It was paid strict and maximum attention to have been a project coordinator at least once before for the researchers assigned as panelist.

Evaluation reports of the projects that have been supported/rejected will be available at http://pys.tubitak.gov.tr within two weeks. The coordinators of the projects decided to be supported are required to fill in the TÜBİTAK Budget Table (according to the budget requested in the project proposal) and upload it to the system at http://pys.tubitak.gov.tr within one week after receiving the evaluation report.
