NOTE:

In order to comply with the amendments made in the constitution dated 2/7/2018 and numbered 703, pursuant to Article 106 stated in the Decree Law on Amendments to Certain Laws and Decree Laws, The establishment Decree Law No. 77 of the Supreme Council of Science and Technology (SCST) has been repealed. The relevant article is as follows:

"ARTICLE 106- Decree Law No. 77 dated 16/8/1983 on the Establishment of the Supreme Council of Science and Technology has been repealed."

On the other hand, according to the new regulation, the "Science, Technology and Innovation Policies Board" (STIPC) was established with the "Presidential Decree on the Presidential Organization" dated 10/7/2018 and numbered 1. According to Presidential Decree dated 15/7/2018 and numbered 4 "Institutions and Organizations Affiliated to the Relevant Ministries and Other Institutions and Organizations " article forty-one, paragraph no. 584 (3) "TÜBİTAK, in determining the general procedures and principles regarding the above-mentioned scientific research and development activities, It works in coordination with the Science, Technology and Innovation Policies Council and other relevant policy councils”. With the Presidential Decree numbered 2018/196 published in the Official Gazette dated 9/10/2018, the member appointments of the Presidential Policy Councils were made, and TÜBİTAK President Prof. Dr. Hasan Mandal was also appointed as a member in STIPC.

The Supreme Council of Science and Technology (SCST ) was established by the Decree Law No. 77 dated October 4, 1983.

The duties of the Supreme Council determined by the Decree Law; are assisting the government in determining long-term science and technology policies, determining targets, determining priority areas, preparing plans and programs, assigning public institutions, cooperating with private institutions, preparing necessary bills and legislation, ensuring the training of research manpower, taking precautions for establishing private sector research centers, ensuring coordination between different sectors and organizations.

SCST , within the framework of Article 3 of Decree No. 77, taking into account the changes made in the Ministry organizations with the Decree Laws published in the Official Gazette dated 8 June 2011 and 4 July 2011, under the chairmanship of the Prime Minister, consists of Ministers of State, National Defense, Finance, National Education, Health, Forestry and Rural Affairs, Industry and Trade, Energy and Natural Resources, Environment and Forest, Chairman of Council of Higher Education, Undersecretary of State Planning Organization, Undersecretaries of Treasury and Foreign Trade, Chairman of Turkish Atomic Energy Authority, President of TÜBİTAK and a Vice President, General Director of Turkish Radio and Television, Chairman of Union of Chambers and Commodity Exchanges of Turkey, and a member to be appointed by a university to be designated by the Council of Higher Education with other relevant stakeholders that are invited to the meetings with advisory capacity.

The secretariat activities of BTYK, whose first meeting was held on October 9, 1989, were carried out by TÜBİTAK.

SCST, which met only 9 times in a 20-year period (1983 - 2004), met regularly twice a year between 2004 and 2016, a total of 20 times.

The 29th meeting of BTYK was held on Wednesday, February 17, 2016, with the main agenda of "Science and Technology Supreme Council Decisions and Developments".
