What should be done to submit a project proposal?

In order to submit a project proposal to the program, an open call must be available in the area of ​​the project subject.

R&D project applications to TÜBİTAK within the scope of Technology Focused Industry Movement Program are also taken through 1511 Program. In order to apply within this scope, there must be an open call under the Technology Focused Industry Movement Program. These calls can be accessed at www.hamle.gov.tr

What are the main differences of 1511 Program from the others?

1511 program was developed in order to direct and encourage SMEs and large firms in line with the country's needs and targets. In this context, with the call announcements, it is aimed to specify what kind of projects will be supported in which subjects and project applications are evaluated according to the scope determined in the call texts.

SMEs receive 75% and large firms receive 60% of all eligible project expenditures as grants in the program. Also, 10% of expenses are also included in the budget as compensation of project based overhead expenses. Project limits like project budget and duration are specified in the call announcement.  It is an advantageous program in terms of overhead support and project limits.

How long is the evaluation process?

Although the duration of evaluation depends on the number of project applications, the results are aimed to be announced within 3 and 4 months.

How to make a joint project application?
In projects with partners (joint project application), one of the partners is responsible for project management. This organization is authorized in the pre-registration process and sending the project proposal. However, while obtaining authorization in the pre-registration phase, the approval (signature) of the organizations that will take part in the project is required in the pre-registration form to be submitted to TÜBİTAK and the partner organizations must give the necessary documents to this organization to be sent to TÜBİTAK. The organization responsible for the project management submits the pre-registration form and other documents related to all partners to TÜBİTAK.

Can more than one 1511 projects be carried out at the same time?

Unless stated otherwise in the call announcement, an organization can carry out more than one 1511 projects. However, it is expected from the organizations to submit project proposals taking into account their own capacities and project goals.

How the payment is made for 10% project based overhead expenses?

Expenditures declared by the firms at the end of each period with AGY311 are evaluated by TUBITAK and the eligible expenditures are increased by 10% to obtain the final amount. 75% of this final amount is paid as a grant if the firm is a SME and 60% is paid as a grant if the firm is a large enterprise.

Is it possible to apply after the call is closed?

As of the deadline (date and time) specified in the call announcement, the call is closed by the system and no new applications are received. However, if a problem originating from PRODİS occurred during the application and if the companies that could not complete their application submit this situation to TEYDEB, a technical examination will be made and the call will be opened again for the companies determined to be unable to complete their application as a result of the system error.

Why is the project rejected in the preliminary examination?

In the preliminary examination of the projects; projects that are not directly related to the subject and scope of the call or projects that do not have any project staff with at least a bachelor's degree in the subject of the project are rejected without assigning referees.


Can the start date of the supported projects be changed?

Without changing the project activities, work packages, budget, costs and project duration, the firm can request to shift the start date of the project before signing the contract. If this request is deemed appropriate by TUBITAK, then the project start date is shifted at the latest to the first day of the month following the date of the support decision letter and a new contract is prepared.

How are the evaluation results announced to the companies?

The firms are informed about the decisions. If the project is deemed worthy of support, the scope of the support and project contract are sent to the firm. If the project is not funded, grounds for rejection are sent to firm.

How does the project support process work?

In supported projects, companies first make expenses related to the project, then submits the relevant documents to TÜBİTAK. Support payment is made to the company after evaluations on AGY311, which includes the periodical R&D activities and expenditures of the project. A calendar year is divided into two period; First period January 01 - June 30, second period has been set as July 01 - December 31. AGY311 covering these period ranges for support payments are submitted to TÜBİTAK at the latest by the end of the third month following the realization period.
