Evaluation Meeting Was Made With Companies Making Use Of Project-Based Incentive In Tubitak

The Minister of Science, Industry and Technology Faruk Özlü attended the meeting and called company executives that “Just produce. Subvention is from us, producing technology is from you.”

The meeting was held in TÜBİTAK on April, 25th, 2018, attendance by The Minister of Science, Industry and Technology Dr. Faruk Özlü, on the purpose of receiving opinions and contributions from the companies deserved subvention with Project-base Incentive System on the stage of planning TÜBİTAK’s Activities for forthcoming period in the direction of the vision “Sicence Center Turkey, Technology Base Turkey, Advanced Industrial Country Turkey”.

Indicating that he attaches importance to the meeting extremely, The Minister of Science, Industry and Technology Dr. Faruk Özlü, told “Project Base Incentive System is one of the basis in our country’s journey in high technology.” He said that they focus on high technology properly as the Government and Ministry, the instrument carrying Turkey to the future is producing technology as well. He mentioned that TÜBİTAK is ready to mobilize its all savings for technology breakthrough arriving Turkey to 2023 targets.

“Incentive System is the product of our Naturalization and High Technology Policy”

Dr. Faruk Özlü has stated that Incentive Certificates had been given to 23 projects of 19 companies with Project Base Incentive System announced under cover of President Recep Tayyip Erdoğan. He notified that they aim investment amount as 135 billion Turkish Liras, supplement employment as 34 thousand, indirect employment as 134 thousand and contribution for current deficit as 19 billion dollars with the Subvention System.

He remarked to promote to investors about tax, employment, finance and investment land within Incentive System. He told that “Project Base Incentive System is a product of our naturalization, domestic production and high technology policy. Our all related ministries act coordinately incase this policy can be conducted properly. Our Naturalization Executive Committee coordinate our domestic production policy. “

Dr. Faruk Özlü has emphasized that they are going to continue to contribute domestic production and high technology targets with all affiliates and funs of the Ministry. He said that TÜBİTAK, KOSGEB, Turkish Standards Institution are subservient to production of high technology. Dr. Faruk Özlü stated that “We are clearly saying to investors, our countries and entrepreneurs that ‘Just produce. Subvention is from us, producing technology is from you.’ ” in his speech.

“We are ready for all kind of support in this matter as TÜBİTAK.”

The President of TÜBİTAK Prof. Dr. Hasan Mandal has informed in his presentation that Turkey is ranked 53th of 137 countries in 2017-2018 Global Competitiveness Index and when looking at subdimensions basis of the Index, Turkey is ranked 14th in just market size. He emphasized that we can convert our country’s market size to advantage in our favor by increasing our performance on “innovation”, “level of technological preparation”, “private sector development”. Prof. Dr. Hasan Mandal stated that we can do this by hardly converting our R&D and innovation ecosystem to output-focused system from input-focused system. By examining industrial output quality over foreign trade data according to technology density, he has emphasized that 3.8% of total manufacturing industry exports in 2017 belongs to the high-tech product group. He said that Turkey’s industry is in transition to a medium-high technology group from medium-low technology group and it is necessary to strengthen our country’s high-tech focus. Prof. Dr. Hasan Mandal stated that "TUBITAK is one of the most welcomed institutions when the "Project Based Incentive System" was announced for the first time because of all of these reasons. He has stated that they are ready for all kind of support in this matter as TÜBİTAK by informing that providing technological transformation, innovative, R&D intensive and high value added investments are supported within " Project Based Incentive System.

"Industrial Innovation Networks Will Provide Commercialization of Technology-Based Products Successfully"

Prof. Dr. Hasan Mandal has informed that things to be done in the context of TÜBİTAK in 2018 and beyond with the following words; “What we will do as TÜBİTAK for transition of output-focused system from input-focused system, there are 2 key elements of our next-term strategy. We say that university-based research infrastructures will be centered in the process of technology preparation level 3 to 6. In the process of technology preparation level 6 to 9, we want to see the Industrial Innovation Networks around more companies. However, we look at the collaborations that will take place in both approaches as platforms and we want our companies to be on these platforms. In other words, we see these constructions to provide basis to produce high value added products in the focus sectors and to complement each other.” Expressing that the main objective within the scope of "industrial innovation networks" is the successful commercialization of targeted technology-based products in the sectors, Prof. Dr. Hasan Mandal, emphasized that R & D and innovation-based cooperation networks and large-scale consortia formed by the private companies in the supply chains with other companies, end users, TGBs and universities will be supported.

“Industry PhD Program Will Be Launched in the Near Future”

Professor Dr. Hasan Mandal emphasized the need for qualified human resources to produce qualified information and make it possible to establish critical human resource kits in cooperation with companies aimed at qualified human resources needed in the industry. Expressing "Without a qualified human resource, whatever we do, it is very difficult to achieve technological transformation we aim and desired levels in the value chain with grant supports and investment supports. When saying a scientist, it is not need to think academically, we will centralize the needs of our firms.” Prof. Dr. Hasan Mandal, has informed TUBITAK will soon launch the Industrial PhD Program and the Universities Industry Daises.
In the meeting, the representatives of the companies covered by the Project-Based Incentive System in the meeting discussed the problems they encountered in the process of the existing support programs and proposed solutions and also the programs that will be needed in the near future in terms of science and technology based development of our country.

Besides Ministry of Science, Industry and Technology Faruk Özlü and the President of TÜBİTAK Prof. Dr. Hasan Mandal, Deputy Undersecretary of Ministry of Science, Industry and Technology Zübeyde Çağlayan, Executives of Ministry of Science, Industry and Technology, Vice Presidents of TÜBİTAK, the representatives of the companies covered by the Project-Based Incentive attended the meeting.
