Who Can Apply?

A. Principal Investigators (PI), Researcher (excluding foreign researchers) and Consultant

 

The principal investigator must have at least four years of university undergraduate education and must be permanent/full-time staff (except for retired people and post-doctoral researchers who do not work in any institution/organization) of the institution (higher education institutions, public institutions or private institutions) where the project will be carried out.

 

Ph.D. students / specialization students in medicine, dentistry, pharmacy, veterinary medicine / proficiency students in arts; They can apply as a principal investigator from the institution/organization where the project will be carried out (the higher education institution of which they are a student), without seeking a permanent job in any institution/organization, provided that they do not receive PTI.

 

Researchers or consultants who will take part in the project team must have at least four years of university undergraduate education and must be permanent staff (except retired) of the participating institution/organization.

 

In projects to be carried out in a private institution, the principal investigator must work in that institution for at least six months as of the proposal date of the project.

 

Applications from foundations, associations and their economic enterprises, cooperatives, unions, sole proprietorships and ordinary partnerships are not accepted within the scope of this program.

 

Principal investigator, researchers and consultants (except for overseas researchers and overseas consultants) must reside within the borders of the Republic of Turkey (a foreign national can take part in the project as an executive/researcher/consultant on the condition of working in an institution/organization within the borders of Turkey).

 

Persons with a contribution rate of less than 10% in the project cannot work as researchers, but they can be consultants. In order for a consultant (*) to be involved in a project, the project must have a subject or subjects that require special expertise, and this must be stated with justification in the project proposal. The number of consultants to take part in a project is limited to the number of subjects that require special expertise in that project.

 

Retirees who do not work in any institution can take part in the project team as an executive, researcher or consultant, provided that they do not receive PTİ, and post-doctoral researchers can take part as principal investigator. (According to the expression regarding PTİ payments in paragraph 2 of Article 16 of the Law on the Establishment of the Scientific and Technological Research Council of Turkey, PTİ payments can only be made to those who are in the staff and positions of public institutions or organizations). In order for retirees and post-doctoral researchers to be principal investigators, approval must be given by the senior official of the institution/organization where the project will be carried out, that they can take part in the project.

 

B. Foreign Researchers

 

The conditions for the participation of foreign researchers in the project and the rules regarding the payments that can be made to these people are listed below:

 

In supported projects, foreign/Turkish researchers residing abroad can work as researchers, provided that they take part in the project for 30 days or longer, including travel, at each visit, provided that their legal obligations belong to the organization where the project is carried out.

 

The foreign researcher who will take part in the project must be qualified to carry out and direct a part of the project, where the competence of the researchers in our country is limited, with the project team in our country's institutions.

 

In return for the travel expenses of the researchers in question and the time they took part in the project, 50% of the full-time monthly gross wages they receive abroad in the same time period are covered as service procurement from the project. If 50% of the monthly fee received by the researcher in his/her country is below the highest monthly fee provided within the scope of the “2221-Guest or Sabbatical Scientists Support Program” run by the Scientist Support Department (BIDEB), the program in question The highest monthly fee provided within the scope of the scope is taken as basis.

 

Researchers who will come in this way can take part in more than one project supported by TUBITAK, but they can get paid for one project. The number of foreign researchers to take part in a project is limited to one person.

 

C. Scholar

 

"Students" (excluding special students and preparatory students) or "Research Assistants" and post-doctoral researchers who are continuing their undergraduate and graduate (Master's and Doctorate) education in higher education institutions in Turkey can take part in the project team as scholarship holders.

 

Those who receive a BİDEB scholarship or a monthly scholarship from public institutions/ organizations can also be paid from the project. However, the total scholarship amount to be calculated considering the monthly scholarship amount received from BIDEB or public institutions/organizations cannot exceed the project monthly scholarship upper limits determined by the Board of Directors for that year. Those who receive a scholarship from any project supported by TÜBİTAK cannot take part in a second project as a scholarship student.

 

Undergraduate scholarship holders must not work in any institution/organization. If the student fails in the class, the scholarship is terminated. A maximum of 4 (four) undergraduate students can take part in a project at the same time as scholarship holders.

 

Requirements for Postdoctoral Fellows:

 

Having a PhD and not working in any institution/organization,

 

Not having an associate professor or higher academic title,

 

The period between the date of obtaining the doctorate/medicine, dentistry, pharmacy, veterinary specialization/proficiency in arts degree and the date the person will be assigned within the scope of the project (request date) is not more than 7 years (In case our female researcher takes leave due to maternity within the specified period; or if the identity document of their children is sent to deik@tubitak.gov.tr ​​in the annex of the petition, one year will be added to this period for each birth.)

 

Requirements for International Master's/PhD scholarship holders:

 

Graduate scholarship holders are under 30 years old (**)

 

Doctoral scholars are under 35 years old (**)

 

Who Cannot Be a Principal Investigator?

 

The highest level managers, representatives and assistants of public institutions/organizations (Rector, Vice-Rector, Chief Physician, Deputy Chief Physician, Hospital Manager, Minister, Deputy Minister, General Manager, Deputy General Manager, Provincial Director of National Education etc.); If their duties continue at the time of application, they cannot act as principal investigator, but they can work as researchers in a maximum of 3 (***) projects.

(*) Consultant: A researcher or expert whose knowledge is used in one of the secondary subjects of the project that requires special expertise.

(**) If the specified ages are not fulfilled as of the first day of the application year (In case our female researcher goes on leave due to maternity leave within the specified period; sending the birth certificate or the identity document regarding her children by e-mail to deik@tubitak.gov.tr ​​in the appendix of the petition. In case of any birth, one year will be added to this period for each birth.)
