Evaluation Procedure and Evaluation Criteria

Applications are evaluated in two stages:

Preliminary examination

Application documents are checked during the preliminary review phase. Applications that do not meet any of the application conditions, have missing documents or are not in the required format, applications that do not confirm the information entered into the system by the application deadline, applications made by fax or e-mail will be eliminated and returned in preliminary examination without being subjected to scientific evaluation.

Scientific Evaluation

Applications that undergo preliminary review are made by expert consultanty board members or panelists/consultants, based on the following criteria.

  • Unique value of the research proposal
  • Goals and objectives,
  • Method,
  • Work packages, success metrics and risk management,
  • Widespread effect.

Evaluation is made only on the documents uploaded to the system. For this reason, the document regarding each condition must be uploaded to the system via application forms in a clear and specified content. Documents containing only a web page link will not be taken into consideration.

Evaluation base scores can be determined separately for projects in social and human sciences, basic sciences, technical sciences, health sciences and agricultural sciences.

The evaluation results are discussed by Group Executive Board and presented to the Presidency. Applications to be supported and support amounts are finalized with the approval of the Presidency.
