University Competence Analysis Study Published

"University Competence Analysis Study" was conducted in 2016 by TÜBİTAK to contribute to the determination of the competencies of our universities and their orientation towards national priorities. The results are intended to provide objective information on the areas where universities are competent and to help them to identify the areas on which to focus.

 

Within the scope of the study, firstly 120 technology subfields compatible with the priority areas of our country have been identified. For this purpose, international classification of science and technology fields, the outputs of "High Level Priority Groups" based on priority sectors within the scope of the National Science, Technology and Innovation Strategy 2011-2016 and the training areas of the universities and internal evaluations were taken into account.

 

Following the identification of technology subfields; number of publications, citations, publishing academicians and project data supported by TÜBİTAK were taken into consideration and 7 indicators were derived upon the model that was set up in order to identify the competence of universities on the basis of technology subfield.

 

Prior to the main study, pilot studies were carried out at 10 universities through publications and citation data in order to test the keywords and indicators to be used in obtaining broadcast data on the basis of technology fields. Improvements were made upon the results of the pilot study and the data in 120 technology subfields of 143 universities established in 2010 and/or before 2010 were evaluated. All data were obtained for the years 2010-2014 using the TÜBİTAK database and Scopus and SciVal programs and afterwards, weighting and statistical corrections were made to calculate universities’ competence. The competence score inputs were grouped into two basic dimensions, quality and volume, and were weighted as 60% and 40%, respectively. A university's relative citation index and the first 10% of the publications with the highest number of citations in the world have been included in the quality dimension. Share of universities in the total number of publications in the world, number of academics publishing articles, total budget and number of TÜBİTAK-funded projects that are carried out by the university, universities’ focus index relative to Turkey have been covered by the volume dimension.

 

As a result of those calculations, graphics were produced that visually present the competence of universities regarding these 120 areas and 143 universities.

 

This study will be regularly updated to contribute to the specialization studies of our universities initiated by the Council of Higher Education (YÖK) and to contribute to the development of specialization-focused collaborations.
